So if one was to take the basic D&D world, after working things out to make it make more internal sense, and make it high magic to the point of having magitech (I mean, using magic to mimic high technology and help drive/use basic tech. Like setting up a heat difference engine straddling a gate...

That announcement doesn't mean anything. They've been under review for a license extension since March. They may well get one, and indeed an extension until August has been on the table for some time. Well it does mean one thing, unfortunately. It means that CGL have longer to pump out any PDF fill...
