I've looked through some Tome stuff for info on bards, and I haven't found it yet. Am I missing it? If I'm not, is the bard intended to be not included in a Tome game?

I don't know how true to LotR he wants to stay. If he keeps magic items scarce, he'll want to cap the game at a lower level than 10. You'll quickly run into problems otherwise.
