No, it really doesn't. Normal troops don't do anything anyone cares about, so being able to kill them is a trivial ability. They might not notice anything if the HPs are sufficintly ridiculous, but it does make the combat system and class balancing in 4e irrelevant behind the screen.... the entire Striker role, along with any feats that pump up damage (e.g. rapier proficiency, TWF), weapons that have a +2 accuracy bonus...
