The old Star Wars CCG by Decipher (and it's derivative game with the IP scrubbed, entitled simply 'Wars', IIRC) featured a variety of player chosen zones to fight over.
The Lord of the Rings LCG (Fantasy Flight, again) features a quest system and areas to explore.

I desperately wish it was MORE like Fallout. I was hoping so very much. I hoped in vain. At least with patches, it looks a little more playable now; but it still has crippling structural flaws.

Much the same way that they really need to have a WH40KRPG corebook and have DH, OW, BC, RT, and DW as expansions? Why yes, that sounds like a brilliant plan. For us. But apparently, they'd like to keep selling us the same rules over and over again. At 50 bucks a pop. I can't fathom why that would be.
