Well, if your goal is to herd all the cats towards level-appropriate abilities by upgrading to new and Different power sources, then you just plain shouldn't have shit like Archmages in the game. Most fantasy settings, you can just say 'High God of Pantheon X doesn't like guns. He actually disrupts any such attempt'. Of course, I hate active gods. But if you've got them, that's the type of setting conceit you should totally have them enforce. You could use cartoon gremlins instead, then.
