I played in something like this at one time, but it was face-to-face, ECL 10. I played a Gray Elf Assassin, and maxed out my Int. I killed everyone with Deep Slumber, because nobody (not even the maxed-Wis Druid) could save against it. I won $25 from it too, which was sweet.

I'd step well back of the 'always casts haste' and play up the 'quickens spells', giving full caster progression and some nice abilities that synergize with rapid spellcasting.

The CW version is a decent class if you're going to be sneak attacking with daggers; but the original version sucked. That's what editing is for.
Beyond that, as written, the hastomancer does indeed lose many of his abilities at 10th level, because he stops casting haste.
