I dont get this reasoning. If the GM dont pre-plan encounters (and in a sandbox environment this will be the case most often than not), he will have to resort to 1. randomizing tables or 2. on-the-fly improvising. Except if you guys know some other method that I dont, I cant see how you could escap...
