I can see that interpretation, given TWF gives many off-hands ye get with your main, with Attack actions/Full Attack. Though I was otherwise assuming it'd be like any other maneuver, So you'd get =int modifier in attacks for the main hand, and then get the single additional attack from the off-hand...
