If you're dealing with tiers and non linearity you may have to throw out the CR system and rate monsters on an EL scale only. Why don't stats just all baseline at 0, and be a modifier of +0, and a strength of 1 is a +1 modifier, cuts out all the fiddly conversions of '-10 divide by 2' and is a one less chart for new players to look up. Paizo has a hate boner for adding dex to damage. Is there a real reason for that or is it Paizo being contrary for the sake of being contrary? Something something god stat maybe.
