I'd make go on a quest the second from the left, that way the PCs can 'lose' a little bit and only have to pay the cost of going on an adventure. Your setup makes them want to lose harder so they don't have to give up any power. My setup is of course arbitrary and it roughly scales by time invested...

Tthe most important strategic location in the game world, if it should exist and be known, has to stay unconquered by any conflicting forces through the whole history of the game world. With (T = inf) and (N conflicting forces = over 9000), the neutral force controlling it has to be quite impressive...
