In one instance, its changing the type/bonus/powers of the item, and later, its referring to simply manifesting the item. KauTZ- track is a feat. You don't need to waste anything on a ranger level. So its just the 1 ML loss from the class. Not great, but I can see why people would be tempted.

Not really, especially from the peasants viewpoint. They work their asses off from dawn til dusk pretty much every day of every year. Miller comes in, has someone else (possibly them) build a couples wheels, attaches some 'magic things' (gears) and lets nature & the peasants do all the real work...
