Basically it's just a matter of preference. So long as everyone gets the same ability and tier, there shouldn't be any problem as far as I can tell. Generally you should also be getting abilities in a 3 tier span. If you've gto tier 5 abilities, the DM shouldn't be handing out tier 1s at all, since...
