I'd be inclined to stay away from synergy bonuses, with the possible exception of Profession. Skills are already easy to max out to ridiculous heights, and these expansions only make them more valuable. Synergy bonuses gild the lily, IMO. Your second complaint is that magic gets to be more powerful than completely useless background skills. Solution: None needed.
