Then I have to agree with the assessment. I think Polymorph does grant spellcasting according to the rules, though I can definitely see why it would be houseruled. I don't think any class should be balanced under that assumption. Saying that a specific class, be it Factotum, Rogue, Fighter or whatever, is awesome because they can use an admittedly overpowered tactics to get a powerful class feature of some other class is not valid. At least not in my opinion....
