Heck, it's the reason Karma Beads and that stupid Demon Binde,r, as well as the stupid True Necro, exist in the first place. IMO, though, there's a good reason for slight upticks in spell power w/ caster level. Without it, low level spells are worthless. At least to a certain extent all magic system...

Spells w/in a certain level should increase with class level, just not to the level that they overpowere higher level spells. Not really. CLW wands cost 750, and are about all you need. It's not a significant expense for medium and high level parties. Cure disease is so rarely used, I don't even care. Poisons are so lame, I don't even care. Restoration is a little more difficult to cover, but it's still not that pricey.

There's a lot of debate re whether the RAW allow spell storing ranged weapons. But all sorts of bad happens if you allow it, so it'd probably be best not to.
