Frank & K's Tomes are intended to be fixes for the glaring shortfalls of the system, not as be-all solutions for roleplaying. I would hardly call something that doesn't fix everything to be utterly useless, the way you seem to be implying, especially since this is just a hobby for the lot of us...

I guess that you've got a good point.

But when I look at other RPG games compared to 3rd Edition, D&D seems to be on the right track overall. The RPG is just not hopelessly broken, like FATAL.
