I second the substitution thing - I mean, find me a Sonic resistant creature int the lower CR range. How about grouping the energy types into "tiers"based on how common the resistances are: 1 - Fire and Cold, 2 - Acid and Electricity, 3 - Sonic, possibly 4 - Force, Negative and Dessication...

Lady of Pain isn't a Mary Sue. She's just The Ultimate Final Guardian of Stasus Quo in Sigil. She will kill you for trying to upset Status Quo and do nithinhg else. Othervise the city just cannot be what it is supposed to be - a neutral home base for the PCs to start adventures in.

What ubernoob said. It entirely depends on what they do and when they happen. Random 5% to auto-kill somebody or hit an ally is not fun. On the other hand, I recall a thread on a Mage: the Awakening board about meaningfully increasing the chance of critical fumbles because effects are cool.

It's not like that. Players make that "20 years" delaration in, like, 15 seconds, and that gives them extra money when the actual game starts - pure gain. It shouldn't work because a) players are expected to have a given amount of money at a given level b) the characters must pay the costs...
