I don't like the concept of healing surges that much, but it does highly simplify that particular question in 4e - and the intent of 4e, in most cases, is indeed to simplify these things while still allowing flexibility. I think ultimate should be less of a 'chargin' mah lazurs' deal and more of a 'blowing my load' deal, yes.
