It works perfectly fine against with set TN. 7th Sea used to use it and that was a pretty good game. 7th Sea is not exactly what you want, but the roll and keep system it used lends itself to Arturius well, I think. I agree with shau. Make the feat produce 10+HD doses per day, each lasting 1 day. For the sleep thing, perhaps it should be exhausted for 3-4 HD and fatigued for 5+ HD. Poisons inducing blindness/deafness could also be an option.

You don't need to kill them all. You just have to get them out of the country. That could be as simple as fighting them untill they all retreat past your borders.
