The problem is that there are a bunch of defenses (AC, Will, Ref, Fort) but only one way of resisting damage (Toughness). So why pay 4 times as much? Considering the mechanics in M&M, it would be conceptually more accurate to group Fort, Ref & Will in with Toughness since they're all saving...
