So long as you can still recognise the character post-retraining, yes. Otherwise it's time for a new character. Also - I admit I've only seen this once - if the GM is changing his house rules constantly to nerf anything he doesn't like, and uses the excuse that you can always redesign your character...

If you want everyone involved, making fighters the standard unit in space battles and larger fighting ships just carriers of fighters might work. Health wise, getting enough protein for the entire population would be basically impossible with plants, not to mention people allergic to nuts, which i frankly didn't even think about. Bollocks. Turning plant protein into meat is hugely inefficient, we could feed the planet a whole lot more easily...
