3.0 haste is clearly better. I guess the only problem you might encoutner is the possibility that other spells might be up for switching. Thanks for the clarification. The writing in the Combat descriptor never suggested that the Leeching Willow dealt 20-40 points of con damage, which yeah, would mean TPK.
