No, a Halfling Fighter is not more playable in 4e than in 3e. At least not relative to other fighters. Sure Fighter is badass in 4e and ass in 3e, but if I made a 3.5 class that had an arbitrary +100 to every stat at level 1, a halfling one of those would be better than an orc fighter. A 3e halflin...

With 4e on the way out (finally!) we can start analyzing where and how they went wrong. I don't mean "things they did that I don't like" (because there are lots of those), I mean "things they did that no one likes." Those are the things that sank the edition. Hate to break this ...

Instead of giving a blanket +1 to hit per tier, just subtract it from the Monsters' stats. seems most like this isn't to help anyone but cause more problems be removing all previous D&D from existence. cause when one speaks of the red books, they mean the old one, and now it will get clouded and confused with the "essentials" red books rather than Basic.... how very shitty ...
