I've not heard anything about Paul Stansel (or any of the other creditors involved in the chapter 7 case) being paid off. Where did you hear this? We heard earlier that the originally-agreed-upon monthly payment were going on-schedule, which would mean that today, Paul Stansel is not owed any money...

Randall Bills says that paying people for their work is something that he doesn't necessarily have to do, but that people are welcome to take him to court over. 100% wrong. Randall just said that according to copyright law, a freelancer can not withhold his copyright to force the company to pay him.

Although I'm not Frank, the judge originally assigned to the case retired, so it got pushed back when it was transferred to the new judge.

CGL has previously themselves created PDFs by cutting up old books and scanning and OCRing them, and that is perfectly legal for them to do, as they have the license to the rights to those books.
