I like the Scarred Witch-Doctor for orks. Be a Con-based witch with a Dorian Gray type of voodoo-mask and scar yourself whenever you get a hex. Depending on what you understand as "effect related to race", half-orcs also qualifiy for this variant. Spellcasting much?
