So, the Black Forest project has stuck with me, and for me, It's not about the characters themselves, as the items that they use.

PCs are Small

You could have characters with 1/2 of their classes BaB, and spells at half the amount per level.
Attributes are seriously... 8's across the board as base; perhaps even fives across the board; then you add in Racial mods, and say.... 5 or as many as 10 points to distribute via Free Buy, up to a max of 10 in any one stat.

Monsters are Small[/i]
"[Interesting Flavour]"

A bunch of Kobolds with 1 HP each is the most that the group can handle at level one, and anything that gives them more actions or more AC is really noticable;

Items are massive
"The Sword of Omens [Sunblade ], Excalibur [Shord of Sharpness and Command], the +4 sword of Derro Madness [Snake Holder, Blade Shooter, Dicked Hilt]"

I don't know how developped is your actual Black Forest setting, but you might be interested in taking a look at Penny Arcade's Lookouts miniseries, it's like DnD boyscouts :
