There are people stronger than the Endless, like Lucifer, but the Endless themselves are not all on the same scale. It's debatable whether Destiny has any power at all, or is merely a puppet who can see his own strings.
I was thinking it'd be difficult for mortals to fuck with them, but I just remembered that's not true... it's difficult for mortals to fuck with the right one, but a bad DC villain stole Dream's ruby, and a dumb wizard trapped him, so....
In terms of direct conflict, the Endless are not the most powerful, and can lose to many of the larger gods. In terms of scope/breadth, the Endless are greater. Their power level within their sphere of influence is where they win, and their will is essentially inviolate in their sanctum; so if you try to tempt someone and Desire doesn't want that person to be tempted, then it won't work.

The major reason why Dream got captured by that wizard was because he was wounded, tired, and far from home; and a blood relation to Death, so close enough to also be hit with the spell because Death wasn't able to be touched. If he wasn't in such bad shape, then spell likely wouldn't have worked at all.
