Betting XP as a way to offset/replace randomness

Have you considered just giving away the level-appropriate bonus for free?

I'm not a fan of giving people many selective numerical options that are independent of the tactical situation, because it slows down play. I prefer to have all of that stuff hammered out ahead of time so it can be focused on more complicated options, like spells or powers or maneuvers.

But that's just my personal preference. For less-complicated games, that might be an ideal way of expanding peoples' tactical range without rewriting the system too much.
