A weak DM means it will fall apart quickly, but such is the case with weak DMs.
EDIT: Also, reading back to a discussion a year ago with PhoneLobster about wealth ranks, I had actually only used the d20 Modern system once with friends before claiming "I know how it works".
I believe it was DM intervention that prevented the wealth check system from collapsing every time someone rolled that d20, but I couldn't see "behind the scenes" so it seemed so simple at the time.
All I can say now about wealth checks is thusly; it looks good when you talk about the idea. Works bad. Real bad.
