Observation: Whenever a Weeping Angel is not being looked at by any creature, it is considered to be "unobserved". When it is being looked at, all viewers must make a DC 10 Will save. This save increases by +2 for every round that the creature continues to successfully make will saves, but resets once they fail a save, or stop looking at the Weeping Angel. If all creatures that are looking at the Weeping Angel fail this save, it counts as being "unobserved" for the round. Otherwise, it counts as being "observed". This is important for its other abilities.
Limited Mobility: A Weeping Angel has a movement speed of 0 in all modes of movement, and cannot take 5 foot steps. A Weeping Angel can perform a single action (of any sort) per round.
Hard To Kill: When being observed, a Weeping Angel has a Hardness of 20+CR, and is immune to all energy types, disease, poison, critical hits and anything else that doesn't effect objects. It looses these benefits while unobserved.
Fast As Shit: While unobserved, a weeping Angel can move so fast that is effectively teleports to anywhere within 60 feet that it can see as a standard action. It cannot do this while being observed.
Kills Lights: With two standard actions, a Weeping Angel can extinguish one light source that it can see. The first standard action, in which the Angel points at the light, requires it to be unobserved, but the second, in which the light is extinguished, does not.
Kills You: A Weeping Angel can kill you with a touch. As a standard action, a Weeping Angel can make a touch attack. If it hits with this, you die with no save.

Weeping Angels also get a gaze attack where if you look into their eyes you slowly become one. This functions only if they're currently in statue form and you can see their eyes. Something like this maybe.

If they are already fatigued they become exhausted, and if they are exhausted they turn to stone, becoming a weeping angel under the control of the original at the start of their next turn. This is a gaze effect. Any creature turned into a weeping angel can only be brought back by the use of a break enchantment, miracle, or wish.
I think Kill You would be better as a no save plane shift effect. You probably die, but there's a slight chance you can make it back. And since time travel is verboten it seems like this would give more of the Doctor Who feel than outright death would.
