You could pick it up when people pick up Tongues and it really wouldn't matter, if you're spending a feat. The thing with Tongues is, it's not something you use very often. It's not like picking up Dispel Magic at will for a feat, or something. Tongues is one of those things you might want a scroll or two for every few sessions or so. That feat would probably see very little use in an actual game.

Basically it's something I expect adventurers to be able to have picked up if they really want. The caster uses magic, but the rogue has been emersed in enough cosmopolitan marketplaces, hidden in the shadows while other species discuss the party, and listened in on countless conversations, it should have picked up a knack for discerning meaning. Others too, if they wish.

Actually it'd be a fun NPC feat. I started a habit in my games where the party usually invests in linguistics to create a custom battle language so we can "table talk" and talk tactics in a fight without the enemy overhearing us.
Is it cheesy? Yeah. But after having my party sit outside a dungeon door arguing what order they were going to go in for 10 minutes at a time over and over again, I started rolling fucking listen checks. After that, I figured my NPCs listened to the PCs. If the PCs say "Flank him!" the NPC is going to react.
