It can be anything. But why wouldn't you want to be a deep halfling?!
I prefer small guys for chargers since riding dogs and what not can go down easily into dungeons. Back in the day I broke tons of Living Greyhawk adventures by being a (Deep) Halfling 1 Fighter/X Druid who rode around on a durable mount and PA-spirited charged everything.
Your mount is your largest liability. The better one you can acquire the better off you will be.

p.s. the feat order wasn't really thought out for maximum organic effect since it was supposed to start at level 15, and I just wanted to count them out to make sure I spent them all.

Yeah, for overall combat versatility a small mounted charger/archer is hard to beat as a core fighter (just like all of your encounters . . . ba dum tssh!). And IIRC the idea of this was to compare 15th level fighters, not 15th level characters.
Although, for feat order you probably want PBS, Rapid shot, Mounted Combat, Ride-by, Spirited Charge, and Power attack in that order. Then maybe Mounted Archery and Improved Critical (lance).
