It was just...a barrel. It would go up and down based on various inputs. You had to make it go down really really far in order to get past it.
Normally the way you'd make stuff like that move in the Sonic games, and in Sonic 3 up to that point, was to jump on it. So you'd jump, and jump, and jump...and never push the barrel down far enough to get to the passage underneath it.
But it turns out, for this puzzle, you simply had to make Sonic look up and down (using the D-pad) and that would cause the barrel to move. Nevermind that this mechanic had not been used at all in Sonic 3 up to this point (and the game was at least 2/3rds of the way over by now), nor was it ever used after that point, nor was there any indication that this was what you even had to do.
