The Union is totes best friendsies with Dagon and Mother Hydra on account of Y'ha-Nthlei coming in on the Earth side in the Moon War. R'lyeh decided that a Moon attack was a great opportunity for raiding the distracted and weakened proto-Union nations of the Pacific, so the Union has a special hate for Great Cthulhu.
