Vornheim is an excellent read, but it doesn't really attempt to answer the fundamental questions you might have about cities in fantasy-world. It claims to teach you how to run city adventures, but it doesn't teach you how to construct a coherent fantastic city, particularly not one that meshes with the setting assumptions of 3E.
