That's great. But I still can't evaluate any of that because none of this shit is compatible with D&D. I have no idea whether getting a d6 of electricity damage that shoots 30 feet is grossly overpowered in your system or the insult to god and man that it would be in D&D. So far you have decided that you want to implement at least one class to be an MMO-style "Tank". That is the sole decision you have thus far made that in any way illustrates what the fuck you are doing or how any of this is supposed to work.
