1: You pick a monster manual and it's associated conflict resolution system.
2: You build characters which can defeat those monsters while not making you sad.
3: You deconstruct those characters into the associated character-building mini-game.
If you want to write your own monster manual (protip: you really don't), or want to go back further and write a new resolution system (protip: that will not happen), well, there's some earlier steps which get quite convoluted and the whole thing just endlessly loops back on itself. Thus, 14 editions of D&D and counting. There's a post by Frank that everyone links, but I can never remember it.
