Possibilities you're considering are: the train station, the central bank, or the thoroughfare leading out of town. Mathew does not have Tracking but does have Detection.

We know the engineer's cab has a hostile in it, but slowing down to look for another opening as the train speeds up seems unlikely to work, so to the engineer's cab.

We can't try to get the security officer's attention without alerting Abel as well, and going in guns drawn is just suicidal. I vote to wait a while longer before taking any action.

I would not guess that moving immediately to a more secure position means doing something you've already explicitly done, no. Of all the times FF gamebooks are unclear about what you're actually doing, I'm not seeing the ambiguity here: do you try to shoot another one from your current position or look for a more secure position immediately?

Hmmm, he book might want us to have a fistfight instead of a gunfight at this point, but I still feel shooting him would be safer. Though, hope we've been reloading our gun, cause by my count we've got one round left otherwise.
