Well, it's not exactly recent, but Cyborg 009: The Cyborg Soldier, is great, and apparently basically no one I know has watched which I'm pretty sure breaks some kind of international law. Highly recommended, even if it is impossible to find decent videos of most of the episodes due to dumb companies being dumb and not releasing all the DVDs internationally.

It's the one about nine strangers who were kidnapped by the nefarious organization Black Ghost and forcibly converted into combat cyborgs but with the help of the scientists who helped make them (who had realized they'd been manipulated by Black Ghost) they escape and must band together to fight off Black Ghost's assassins and prevent the organization from plunging the world into war.

It's a show that balances the story and characters really well, and honestly the episodes that take a moment to focus on a specific character are probably the best. I would not be exaggerating to say that episode 18 is the reason I decided to become a chef. I'm not even kidding it's that good.

I introduced some of my friends to M.D. Geist at Sakura-con this year. If you don't know what it is, here's a good summary:
Basic tenets of storytelling and film theory are thrown out in favor of decapitations, excessive blood spurting, dudes kicking ass in power suits, plenty of explosions and even some boobs.

Old show but I've seen it. Definitely worth the watch despite the style of animation.

Slowly catching up with The World Is Still Beautiful. It is a romance with mild action show where the main characters are both huge tsunderes and it is so great.

So, I'm looking for recommendations for action comedy anime with more than 12 episodes. Things like Ranma, Slayers, and the cuter parts of Fairy Tail which fall in between the massive-save-the-world story arcs.

Well, I can't speak for length, but Cat Planet Cuties and Omamori Himari are both pretty funny with some action in them.

And boobs.
He jumps like a damned dragoon, and charges into battle fighting rather insane monsters with little more than his bare hands and rather nasty spell effects conjured up solely through knowledge and the local plantlife. He unerringly knows where his goal lies, he breathes underwater and is untroubled by space travel, seems to have no limits to his actual endurance and favors killing his enemies by driving both boots square into their skull. His agility is unmatched, and his strength legendary, able to fling about a turtle shell big enough to contain a man with enough force to barrel down a near endless path of unfortunates.

Full Metal Panic!, A Certain Magical Index, and A Certain Scientific Railgun are all good shows for mixed action-comedy and serious drama.

as long as you only watch the first season of railfun, yes . .
2nd season is very grimdark and gory indeed.

Stand Alone Complex is pretty much an excuse to have the Tachikoma philosophy discussion scenes. Sadly Stand Alone Complex has to stand alone, because it contradicts other works in the same setting with the same characters.

Ehhh, that's a bit hard. I suspect you will enjoy Full Metal Panic Fumoffu, but it's only 12 episodes. Cowboy Bebop and Soul Eater are (mostly) quality action shows with a sprinkling of comedy, but the comedy is a tertiary thing.

Trinity Blood is very good, but again the comedy is kind of secondary. And the action is also kind of secondary, what I'm saying is there's a lot of people yelling at the pope contemplating murder... but the main character takes his tea with 13 sugars so... there's that.
