What if you took 4E, and made a simple change?

Daily powers are now encounter powers.
Encounter powers are now at-will powers.
At will powers now only require a minor action (alhough you could still only use one attack power per round).

Cut down the grind. Eveyone gets to use all of their toys. No ridiculous metagaming (this isn't the boss fight, can't use my daily).


Seems like a start to fixing things.

Now fix treasure, classes, stats, feats, and races

Some people get very world changing encounter powers. Most don't, but multi-target stunlocks in encounter slots are not unheard of. And if you can use that shit at-will, the game becomes boring in the opposite direction: enemies don't get to act while you mass Tekken Juggle the entire field.
