Adjudicating the Edge

On the field of battle, Bob the Halfling Fighter (6th Level, has Giant Slayer feat) meets Glub the Wise Ogre (who has the Insightful Strike feat, and who’s wisdom mod is greater than Bob’s Dexterity and Wisdom modifier). Combat ensues.
Giant Slayer Feat wrote: +6: You have The Edge against any creature you attack that is larger than you.
Insightful Strike feat wrote: Your attacks have The Edge against an opponent who has a lower Wisdom and Dexterity than your own Wisdom, regardless of relative BAB.
Who has The Edge? Why?

I suspect it goes to whoever is taking an attack action at the time, but what about situations like in a bullrush (I think that’s it) where there is an advantage for the both the attacker and defender having The Edge?

When both have it at the same time from opposite sides, I would say they both work or don't work. Whichever math is easier, since they should cancel each other out.

As for the quotes, it seems as you say, that the attacker gains the benefit by virtue of being the attacker, and as such these two have no affect for the defender.

What is The Edge, and does it scale?

Both have edge against each other at all times.

Having edge on someone does not preclude them having edge on you in any way.

EDIT: Both those feats and probably every other feat needs a edit to say "You have edge on an opponent X." instead, since edge applies even when you aren't attacking them, IE coup de grace.

The Edge counts whether you have it or not. And more specifically affects your own attacks. So your attacks are made with the Edge, and their attacks back are made with The Edge.

Nothing gives a bonus to the character who has the Edge, and indeed it is entirely possible for two characters to face off where neither or both have the Edge. And then Edge Options would become available to neither or both characters.

Short version:

Two people can have the Edge on each other at the same time and all their actions are counted as having the Edge.

Which will be an interesting fight...Probably something like when Jack met the Scotsmen in Samurai Jack. Two people who have taken obviously different routes to power, and each can throw the other for a loop.
