I've been reading I can haz cheeseburger too much today. This also probably has balance issues. It's also more than possible you're looking for feats for the kind of catgirl that claws things to death rather than the cute kind.

Kitty (Skill: Diplomacy)
1: You have very expressive ears. You have transmit-only empathy within 30'. The target must be able to see you, and you may transmit any emotion you want to. Determining the validity of the emotion you are transmitting is a sense motive check opposed by your perform check, and you gain a +5 to the attempt.
4: When you want to, you trigger primal cuteness instincts in basically anything that sees you. Whenever you first meet something, you may as an immediate action make a diplomacy roll to positively influence their opinion of you.
9: Proximity to Kitty: You are so fuzzy that you overload things' brains. As a standard action during a conversation, you may cause any of the other participants in the conversation to wis and int damage equal to your cha modifier, which goes away when you leave the conversation. You may only use this ability once per conversation.
14: You may cast Charm Person as an SLA at will. The caster level for this effect is equal to your character level, and its DC is charisma-based.

[edit] Stop looking at me funny. You all knew that someone was going to do it eventually. I just did it first. [/edit]

The balance issue I see with the Kitty feat is that it's very weird. Why is it based on Perform when none of the abilities derive from it? The 4 ranked abilities is very weak. The one ranked one can be very over powered since now you can just spam diplomacy.

I'm... not sure. Fixed.

Swapped 1 and 4 abilities, depowered free influence ability (immediate action required). Also, the free influence ability only works on any given target once.

Wizards has a post about playing cats on one of their April Fools day Articles.

Also if you don't mind visiting GitP or the BG Forums I have a homebrew class called the Cat Burglar that lets people turn into kittehs. It's on it's third version now.

The 3rd version is also in rough form, and currently under fixing so beware.
