Recommend Splitting Tier 3 between Tiers 2 and 4 and going with the following:

Tier 1 is Average Human
Tier 2 is Peak Human Potential
Tier 3 is Superhuman
Tier 4 is Demigods/Godlings

with your Low/High subtiering, that's plenty of fidelity.
