Seems more optimal in every way, and fixes the problem with supernatural types that gain Devotions as part of their core powerset having fewer synergy bonuses than types that do not.

Withering doesn't seem to allow any kind of resistance roll. This seems problematic when a starting character can easily be rolling 12 to 14 dice on a Withering roll.
