The problem is that for a normal person, the horizon is about 3 miles away. The Tarrasque is taller, so he can see further, but not usually 100 miles. And of course, D&D does 10' spot penalties, so seeing even 1 mile away is basically impossible. It should be like using a dragon's breath weapon...
