I've always run my D&D governments like overblown representations of the Mafia.
There are some organizational benefits, but I do it mostly because I like being able to play Opera music when a high-level adventurer is assassinated by a rival government's hitmen.

Anyway. Let's just hope that, by the time 4th comes out, the designers will have had the good sense to realize their design goals are counter-intuitive and just take out the clause "dragons can give themselves actions if they feel like it," from the stat block for dragons.

There's nothing stopping someone who isn't as familiar with all the silly expanded universe content from enjoying the game. Ignoring the Jensaarai and Dathomiri crap actually makes the setting taste a little better to me, personally.
