indeed, the base 5e rules for damaging items are so terrible that I strongly suspect no one uses them, so the in game effect at tables is probably that items are never targeted and never destroyed. This issue is also exemplified by antimagic powers and leads to silly things like pathfinder's aroden's spellbane.

If you are not already on fire, whenever you take fire damage (‘damage taken’), you may gain the burning or melting condition. All else aside.
