Read Frank's explanation

Or read the last time I called him on this. Note how he doesn't say anything in response to the "unable to be learned" quote.

At Blood Potency 2, a character may "activate" his sire’s bloodline, becoming a part of it. Doing so allows him access to that bloodline’s Discipline (which thereafter counts as a fourth "clan Discipline") [br]Why would they say 'allows him access' if he could already have it? N...

And? It does not say "And this overrides the standards rules where you cannot learn a bloodline discipline unless you are a part of a bloodline". You can start in a bloodline at char gen, so if you happen to be in one, you can spend one of your dots on a bloodline discipline.

Don't know about that. They make a bit too much off having a dedicated campaign setting that they actually update. [br]I don't know about that. Re: Rejoice you fvckers, Living Greyhawk is dead to 4e.

My guess is that there is that they're ditching the entire idea of a 'campaign setting'. There wont be a book about "The Kingdom of Narth, the kingdom of the north", there will be "The Kingdom of Narth, generic northern kingdom you can slip into your campaign setting anywhere there's ...

Training + Skill focus makes every other modifier pretty much irrelevant. The point of the federal courts is that they aren't held accountable to anyone. They can just do what's right without having to worry about what The People will think.
