I think it's done intentionally, to be honest. I think they're (generally speaking) fully aware that 1/2 progression sucks mechanically. But they put them in to satisfy the "pure roleplayers" who would bitch and holler about things being too powerful.

You can qualify for MyTH with no levels of a divine casting class, if I recall correctly. Just have a cleric buddy hit you up with imbue with spell ability; as long as you can already cast 2nd level arcane spells, you're set.

Certainly not. But it's not "automatic" like K was suggesting. And because it's not automatic, that's WotC's explanation as to why you can't use it to qualify for a PrC. And if that's the case, I can't see how Arcane Spell Failure also prevents you from qualifying for a PrC, either.
