Just run it in your regular house-ruled 3e and pretend it all makes sense. Yeah, it's not a good fit. And it's needlessly complex and unbalanced from the offset, which is never a good idea when the entire point of the system is to be simple and balanced.
It probably wouldn't be worth trying (assuming it's fleshed out) even with a d20-versed, SR ignorant group.

If you're TWFing anyway, use a kusarigama in one hand and a heavy pick in the other. The base damage isn't especially high (IIRC only 1d6/id6), but for a crit/AoO fiend it's badass.
You can even pretend it's that weapon used by the Guns & Roses guy in Guilty Gear.
